The Department of Animal Husbandry, Punjab 17-Bays Building,
Sector-17,Chandigarh, invites e-tender on double bid system for
the expression of interest from the reputed agencies/contractors for
supply, installation and commissioning of complete environmental
control system with clean room works including validation (HVAC)
for Quality control Lab (approved plan/ BOQ) as per GMP standards at
Punjab Veterinary Vaccine Institute, Ludhiana, Punjab. For
additional details such as detailed specifications, important dates

website on payment of Rs. 20/-(online payment) as per e-tendering
procedure. Other details/brief description of the work can be seen
in the office of the Deputy Director, Animal Husbandry, I/c Punjab
Veterinary Vaccine Institute, PAU Campus, Ludhiana .The tender will
be in double bid system i.e. Technical/Pre-qualification Bids and
Financial/Commercial Bids.
1.
Complete profile of the Authorized /Registered firm along
with organizational structure, Key personnel employed along with
their educational qualification and experience.
2.
The intending firms should have satisfactorily completed two
similar type of quoted work related to Vaccine Production/
/Quality Control/ Animal House during the last ten years. The firm
who executed the work of more than 75% of the project cost will be
eligible . At least one same nature work completed should be of
Central/State Government Organization /Central autonomous
bodies/Central Public Sector undertaking.
3.
The completion performance certificate for the similar
completed work duly issued by the competent authority/Head of the
Institution.
4.
Minimum solvency equal to the 50% at the project cost.
5.
The bidder should have minimum turnover 4 times of the
project cost considering during last five years.
6.
Undertaking that the bidder will invest minimum 25% of the
contract value of work own his own.
7.
Tenderers should submit complete power point presentation on
the organization, experience of work, man power with financial
details.
8.
Tenderers will provide complete validation of the system. It
could include design qualifications, installation qualifications,
performance and operational qualifications.
9.
Design documentation need to be approved by the competent
authority .
10.
Third party validation is to be organized by the tenderer.
11.
The bidder must enclose attested copies/ proof of consisting,
Pan Card, TIN No., Vat No., Service Tax No., CST, EPE,
Registration/Authorization of the Firm etc.
12.
The bidder firm should not be black listed/debarred by any
department/ Organization.
13.
Bidder must submit undertaking in the shape of affidavit
regarding providing all the information/documents in the bid to be
true and correct.
10. The e-tenders should be submitted online till 27-01-2016 upto
5:00 pm and shall be opened on 286-01-2016 at 11:00 am.
11. The e-tender must be accompanied with earnest money amounting Rs.
500/- (online payment) as per e- tendering procedure.
12. Tenderers are also required to submit a hard copy of this tender
on or before the closing date 27-01-2016 upto 5:00 pm at the office
of the under signed i.e. Directorate, Animal Husbandry, Punjab
17-Bays Building, Sector-17, Chandigarh.
13. The undersigned reserves the right to accept or reject one or
all offers/tenders and holds the discretion to increase/decrease the
quantity of any or all the items. The undersigned also hold the
discretion to place the order for any or none of the items
qualifying in the tender and may increase/decrease the quantity of
any or all the items as per requirement of the Department

TERMS AND CONDITIONS
1.
Tender should have satisfactorily completed two similar type
of quoted work related to Vaccine Production/ /Quality Control/
Animal House during the last ten years. The firm who executed the
work of more than 75% of the project cost will be eligible . At
least one same nature work completed should be of Central/State
Government Organization /Central autonomous bodies/Central Public
Sector undertaking.
2.
Rates should be quoted in Indian Rupees only, FOR anywhere in
Punjab/Chandigarh.
3.
All applicable taxes should be included in the quote.
4.
Brochure/leaflets/catalogues for the completed projects
should be submitted alongwithtender.
5.
Trouble free performance of the project for a minimum period
of two years from date of commissioning should be guaranteed . Any
defect intimated should be attended to and rectified within 15 days
of receipt of such communication within guarantee period. The
guarantee shall include cost of spares and labour.
6.
The supplier should give an undertaking that they will be
responsible to carry out the preventive maintenance and to repair
the equipment during guarantee and post guarantee period.
7.
The product offered should be supported with AMC for next
three years on expiry of the guarantee period. Full details of
after sale service offered during the post guarantee period should
be furnished alongwith tender specified.
8.
Information of actual completed projects in India supported
with evidences and performances should be furnished alongwithtender.
9.
Tenderers should submit complete power point presentation on
the organization, experience of work, man power with financial
details.
10.
The supplier shall train to the satisfaction of the purchaser
one or two technicians at site/factory for operating, servicing and
undertaking minor repairs without extra cost.
Supplier will have to deposit 10% value of the
total price of the items in the form of Demand Draft/FDR payable at
Chandigarh in the name of Director, Animal Husbandry, Punjab,
Chandigarh within 10 days of receipt of supply order as security
money.

A. HVAC Systems

Supply and installation and commissioning of air cooled condensing
units with scroll type compressor complete with copper piping, R-22
refrigerant gas, HP and LP cutouts, control cabling etc.
Thermostatic expansion valves/capillary tubes, thermostats for
tripping the compressors after reaching the temperature in
conditioned areas and with insulation of the suction line. Air
cooled condensing coil with fan and motor along with angle frame for
mounting the unit on the terrace.

1. There shall be no limitations on the number of PC workstations,
readers and alarm inputs.
2. The number of cards/users shall be limited only by memory
available in hardware.
3. At least 3 active cards per user shall be supported.
4. At least 8 access levels per user shall be supported.
5. Access levels should be assigned to a user, not to a card, in
order to help issue a new card in a
fast and easy manner, without reassigning access levels.
6. The software shall have the ability to produce the following
report types: system and alarm
event reports, user reports, hardware configuration settings, access
level reports, employee time & attendance reports.

plans.
8. Floor plan viewing interface shall have convenient zoom in/out

the country where it is being installed. If such language is not

any files to the manufacturer for compiling.
11. The software shall have a modern interface, attractively
designed and convenient to use.
12. The software shall be adapted for operators who have not
received any special training related
to management of integrated security systems. Graphical user
interface shall be intuitive. Introducing the system to a new
operator shall not take more than 1 hour.
13. In order to reduce the amount of work done by an operator, the
software shall incorporate an
option to copy objects: users, doors, floor plans, time schedules,
access levels and holidays.
14. The software shall store information and provide reports about
visitors and appointments.
B.
Hardware
1. Two-door controller shall have the following inputs and
outputs:
i. Power output for two readers
ii. Outputs for controlling LEDs and beepers of the readers
iii. TwoWiegand or Clock/Data inputs
iv. Two exit button inputs
v. Two door contact inputs

Shell Structure of the Quality Control Lab at the Punjab Veterinary
Vaccine institute, Ludhiana is being constructed by PWD wing
of Panchayati Raj. The eligible contractor will coordinate with
the construction company for earlier execution of the work .
During the execution of work, technical aspects will be examined
by the technical committee of the Department , whose technical
directions has to be adopted .
